In the 1970s, advocacy groups challenged existing disability policies at the federal level for the removal of barriers to disabled Canadians participation in society. They proposed a socio-political paradigm of disability which conceptualized disability as a failure of society to adjust to the needs of people with disability.

The federal government was ready to listen because of changes occurring during the International Year of Disabled Persons (1981) and the publication of the Charter of Rights and Freedoms (1982).
